Star Instructions for Basic STAR Form:
STAR applications are for homeowners eligible for the
Basic STAR Exemption.
Please be sure:
1.) You have signed your application. Spouse's signature
if applicable as well.
2.) Supply photocopies of your driver's license for
I.D./proof of age and latest utility bill showing name
and address for proof of residency, (i.e. Electric,
phone or cable). Please no water bill. If you do not
have a driver's license a birth certificate will do.
Star Instructions for Enhanced STAR Form:
STAR applications for Seniors who will be 65 years of age by December 31, 2008 and whose 2007 adjusted gross income meets the income limit.
Additional information needed. See #1 & #2 above:
1.) The front page and your signature page of your
income tax forms. Exemption income is not necessarily
the same as your income for Federal or State income tax
purposes.
Please be sure you sign your Income Tax Form if you are
using that for income information. Joint returns must be
signed by both parties and dated the date filed. or
2.) Various 1099’s (i.e. social security, interest
income, pensions, etc), if an income tax return is not
available.
Manufactured Home Parks “STAR” Program:
Park residents under the age of 65. Please provide a
copy of your driver’s license or non-driver’s license.
Provide a copy of a current utility bill (NiMo, NYSEG,
Telephone) your name and address must match the lot
address.
Provide a copy of your bill of sale. In the event you do
not have a bill of sale, provide a copy of your
homeowner’s insurance form and an affidavit signed by
you and the Park owner or manager.
For Park residents 65 or older with incomes meeting the income limit. In the case of married couples only one spouse must be 65 year old.
Please provide a copy of all of the above as well as a copy of your income tax form for 2007.

Be sure all owners have signed the application form!!!
Be sure joint income tax form is signed by both parties
and dated the date you filed. For instance a 2007 return
would be dated prior to April 15, 2008.
***Deadline for filing ALL
Exemptions is March 1st, taxable status date for the
Town of Halfmoon***
Further information regarding the Senior Citizen
Exemption
Specific information needed for the Senior Citizen
Exemption varies; i.e. the school district can affect
possible additional exemption, above and beyond the
“STAR” exemption. Please contact this office for further
information about eligibility and additional documents
necessary to complete the application.
Instructions for Veteran's Forms:
Please provide a copy of your DD-214 along with the
application form (RP-458-a) for each Veteran owner. In
the event you have had a Veterans Exemption on a
property elsewhere in New York State, please ask the
Assessor of that municipality to forward a letter
stating you no longer have the exemption on that
property.
All owners must sign the application and return it by
taxable status date (March 1) of the year in order to
receive the exemption. For example, a Veterans Exemption
application received by March 1, 2009 would apply to the
property tax bill for January 2010.
