Comprehensive Plan

Public Notice:
This notice is issued pursuant to Part 617 of the
implementing regulations pertaining to Article 8
(State Environmental Quality Review Act) of the
Environmental Conservation Law.
A Draft Generic Environmental Impact Statement has
been completed and accepted for the proposed action
described below. Comments on the Draft Generic EIS
are requested and will be accepted by the contact
person until May 27, 2003. A public hearing on the
Draft Generic EIS will be held on April 29, 2003 at
7:00 pm at the Town of Halfmoon Senior Center.

Potential Environmental Impacts:
Adoption of the Comprehensive Plan by the Town Board
in accordance with Town Law §272-a will require that
all future Town land use regulations be in
accordance with the Comprehensive Plan and that all
other governmental agencies with capital project
proposals occurring on lands within the Town must
take the Comprehensive Plan into consideration. As a
result of Plan adoption and future implementation,
the following environmental impacts may occur:
Growth Management
• Current zoning promotes suburban sprawl which is
contrary to the vision of the community. The Plan
provides recommendations for open space preservation
and a conservation subdivision process. Furthermore,
the Plan promotes redevelopment and reinvestment for
older areas of Town to maintain or improve property
value and encourage both residents and businesses to
remain.
• The Plan also recommends reductions in density for
rural areas of the Town to control the amount of
growth that could have adverse impacts on community
character and the tax base.
Resource Conservation
• Plan recommendations call for the protection of
stream corridors and other sensitive natural
features.
• Recommendations are provided for closer
coordination with regulatory agencies.
• The Plan recognizes the importance of cultural
resources and recommends preservation of historic
structures as well as the establishment of an
Historic Review committee.
Transportation
• Corridor studies are recommended for Route 9,
Route 146, and Route 236 that provide general
recommendations to improve traffic flow and the
pedestrian environment. Access management and
streetscape/pedestrian improvement plans are
recommended.
• A cross-roads connector is proposed to link the
municipal center with a potential future hamlet
center (Route 236 to Route 9) which may have both
natural resource and land use impacts.
